Minutes of Commission meeting held on June 23, 2015,
Present Members: Acting Chairperson, Marcia Beal; Acting Secretary, Fran Gallo; Valerie Lundin; Chris Mccooe.
Absent: James Wettlaufer, Chairperson.

Potential Members: Jessica Chaffee; John W. Scott.
7:03 pm. Marcia Beal, Acting Chairperson, called meeting to order.
Motion by Fran G. to waive reading and accept minutes as amended of June 16, 2015; Chris M. (2nd). All in favor.
Calls:

  • Robert Say – 36 Stony Hill Rd. R35/C/10 Abutter to Charlene Henchey property 30 Stony Hill Road DEP#184-0296. Mr. Say called in to voice complaint about the lack of run-off protection from work being performed on Ms. Henchey’s property.   Discussed.  Andy Comier, contractor, will be contacted by Chris M. and Fran G. tomorrow.   
  • Edward Manicki - 189 Mashapaug Road – Call from Attorney Warren Thompson’s Office – Owner is selling property.  COC is needed.  Fran G. called to advise site visit will be made, then if there are no problems, the COC will be signed and delivered after next meeting.
  • Melvin Anderson – 6 Colette Drive – Mary from Green Hill Engineering called to verify NOI was received. Advised Mary NOI received.  HCC copy filled out and signed at meeting. Fran G. will deliver later in week.
ACTION - NOI filled out and signed by members
Correspondence:
  • Chris M. reviewed letter from a resident at complaining about the GYPSY MOTH problems.  Referred letter to Brain Johnson.  Discussed.
  • Chris M. reports an email from the selectman office arrived, requesting a representative from the conservation join the Lake Oversight Committee.  Tabled until the next meeting.
Old Business
  • Opacum Open Space Plan missing from conservation library – Fran G. will order another booklet.
  • Discussed Member’s roles, agendas, and meetings.
  • Stipends received for the last fiscal year.
New Business
  • Discussed Role of the members of conservation
Motion by Marcia Beal to purchase needed supplies with excess money in Conservation Expense account by end of fiscal year-June 30, 2015 (file cabinet, pens, paper, etc.). Fran G. (2nd).  All in Favor.

Walk-ins:
  • Lauren and Mike Barker, 17 Lakeridge Drive.t Map# R4/A/21, DEP File # 184-0299. Requesting COC.
  • Member’s advised residents, that after site visit a COC could not be completed until grass has started to set into the ground to prevent run-off into lake.
  • Valerie L. inquired why the 4 pillars were not cemented into the grounded.  Home owner advised a new technology, known as TECHNO POSTS, was used, where the pillars are screwed into the existing rocks 12 feet.
  • Due to financial constraints - homeowners plan to take care of grass problem in September, will then return to HCC for COC.
  • Andy Harhay, would like to remove one pine tree.  Additionally, may need to remove stump because of intrusion into septic. Site visit will be made and procedure sheet will be signed next week, if no problem are found.
  • Roberta Kuhnly and Ron Leighton, Owner of 28 Stony Hill Drive R35/C/13 and a family representative from 32 Stony Hill Drive, R35/C/11, respectively. Both abutters to Charlene Henchy’s property, 30 Stony Hill Drive, R35/C/15, DEP#184-0296. Also complained, see call from Ron Say above, about lack of lake erosion control on Charlene Henchey’s property.  Abutters Report:
  • Believe work on wall was not done as specified in the OOC. .
  • Mr. Leigh claims that the silt has built up so much in front of his property that he can no longer navigate his boat from his dock - build up 6 to 8 inches.  
  • Advised property was left in a shambles and contractor did not return to worksite from November to early May.  
  • Leach field several feet from Ms. Kuhnly’s garden.
  • Mr. Leigh concerned the ditch, running along property, is and will affect the stability of his stairs.
  • Marcia B. advised there may be a BOH problem with installation of the septic that caused the delay, but stressed there is no excuse for the run-off problem to exist.
  • Last site visit first week in June.
  • Mr. Leigh requests his property be cleaned up and the run-off problem be fix right away.  
  • Chris M. will contact the BOH and Mr. Wittlaufer to see if anything has been done - if not, letter will be sent to Henchey.   Cause of action to be determined after speaking with JW and reported at next meeting.
